Revision to the Statute of Real Estate Management
On 17 September 2007, the President of Poland signed a revision to the Statute of Real Estate Management 1997 which does away with National Examinations for Licensed Brokers and Property Managers. Up to now to practice as a broker or property manager in Poland a candidate had to obtain a university degree, obtain a postgraduate diploma in either brokerage or property management and pass a difficult national examination comprising both a written multiple choice paper and panel interview. The latter requirement has now been lifted as from the New Year.
On the other hand candidates who wish to obtain the valuer's qualification will still need to pass a national valuers' examination after completing postgraduate studies in valuation, and completing at least one years supervised training during which he or she must undertake at least 15 valuations.
In addition the revised statute now requires valuer candidates to obtain a higher "magister" degree in any subject. Previously a first level (Licentiate) degree was sufficient. Also the degree had to be in law, economics or a technical subject. The latter requirement has also been lifted.
It should be noted that it is illegal to carry out valuation reports in Poland without the national qualification.
